We have developed a plan to assist businesses that may be affected by ITC construction. The plan aims to keep businesses open and offer assistance if needed.
The City is focused on supporting businesses along the 1.6-mile alignment when construction is underway. To ensure this, we have developed a few important elements of the Project.
BUSINESS ASSISTANCE FUND
To support businesses during construction, the City will create a $5 million dollar Business Assistance Fund during construction of the ITC. This fund will provide financial assistance to eligible businesses, covering eligible expenses.
This program is modeled on the Los Angeles County Metropolitan Transportation Authority’s Business Interruption Fund, which successfully helped businesses during the LAX Crenshaw Line and Purple Line construction.

DEDICATED CONSTRUCTION COMMUNICATIONS TEAM
Throughout the construction process, our team of experienced Construction Communications professionals will ensure that businesses located near the construction area remain proactively informed of activities. We will provide timely information about the timing, location, and impact of construction activities, and help businesses prepare for any disruptions that may occur.
We aim to minimize any inconvenience and keep everyone informed every step of the way.
BUSINESS RELOCATION
The City has prepared a Relocation Plan, which is an important planning tool for identifying the needs and considerations of businesses that will be relocated as part of the ITC Project. The City continues to proactively engage with the potentially impacted business owners and is committed to working closely with them to ensure they receive the support they need throughout the relocation process.
Our goal is to ensure that businesses successfully relocate and thrive in their new location, developing a vibrant city core that Inglewood residents and businesses feel proud to call home.
Relocation Agents
Each business has been assigned a dedicated relocation agent who is working with the owner to identify potential relocation sites, advise on negotiations with new landlords, facilitate relocation, and assist with reimbursement or advances for relocation costs.
New Locations
Relocation agents continue to help businesses find suitable locations in Inglewood and within 5-miles. Agents keep businesses apprised of options for the closest available, suitable, and desired locations.
Timeline
The City is working to provide as much time as possible for businesses that need to be relocated. All businesses will receive a minimum of three months’ notice, and the City strives to provide at least 12 months to complete the relocation process.
BUSINESS RELOCATION ASSISTANCE
Relocated businesses may be eligible for a range of financial benefits under federal and state law. Eligibility depends on each site and business’s specific circumstances.
Businesses should work with their assigned Relocation Agent to understand the assistance they are eligible for. Potential assistance may include:
Moving Expenses
The actual, reasonable, and necessary moving and related expenses will be paid on a reimbursement basis or advance payments may be available.
Business Reestablishment
An additional payment up to $25,000 for expenses incurred in reestablishing a business operation at a replacement site.
Goodwill
The owner of a business may have a right to compensation for lost business goodwill if the loss is caused by the acquisition of the property and the loss cannot be reasonably mitigated.
ACTIVATING MARKET STREET & DOWNTOWN INGLEWOOD
The City has received grant funding to support Inglewood’s Market Street revitalization efforts.
The Facade and Tenant Improvement Program is being designed to support the improvement of storefronts and buildings and help activate and renew the commercial corridor, with a particular focus on supporting, attracting and retaining local and minority-owned businesses.
Some facade and tenant improvements will include:
- Exterior and interior improvements
- Signage
- Installation of new lighting
- Replacement of storefront windows
Correction of code violations and/or ADA compliance - Tenant Improvements such as furniture, fixtures and equipment
- Hazardous material abatement
- Art installations

THE ITC ART PROGRAM
The City will hire a Lead Artist who will work with the selected developer to refine opportunities for public art in and along the ITC and its stations. The City of Inglewood manages a robust Public Art Program and the ITC Project will be an extension of that program.
Artist-led enhancements to architectural elements at the three ITC stations (including the MSF) will promote the work of local and regional artists and activate public spaces such as the Market Street Station Plaza.
Opportunities may include:
- Ceiling or canopy finishes (i.e., steel, glass)
- Floor finishes (i.e., terrazzo, stamped or colored concrete)
- Walls and fences (i.e., bronze, mosaic tile, stained glass)
- Landscape seating (i.e., iron, stone)
