Disadvantaged Business Enterprise (DBE) Program

SMALL AND DISADVANTAGED BUSINESSES
The JPA has developed a DBE Program to ensure small and diverse businesses have the opportunity to be actively involved in the development of the ITC.
The Project’s overall DBE goal is set at 16% and the project’s DBE Program includes an aspirational Small Business goal of 30%.
OBJECTIVES
The ITC DBE Program actively promotes equity and equal opportunities in awarding and administrating contracts by creating a level playing field for DBEs to compete fairly for opportunities.
The Program is tailored in accordance with applicable law, ensuring that only firms meeting the rigorous eligibility standards outlined in 49 CFR Part 26 are permitted to participate as DBEs.
Beyond contract-specific goals, the Program plays a vital role in assisting the development of firms that can successfully compete in the broader marketplace outside the DBE Program.
BUSINESS PARTICIPATION IN THE PROGRAM
To participate in this Program, a business must meet the program criteria detailed in the program document to participate in the ITC’s DBE Program.
Disadvantaged Business Enterprise
The ITC JPA is a non-certifying member of the Unified Certification Program (UCP) administered by the California Unified Certification Program (CUCP). The ITC project and all affiliated consultants and contractors will accept DBE certifications from all CUCP certifying members which include:

Small Business Enterprise
The Program includes a Small Business (SB) Element as one of its race-neutral methods of achieving small business participation, including disadvantaged business participation.
To participate as an eligible small business, a firm must meet the requirements detailed in the ITC DBE Program.
Firms must be certified by one or more of the following programs:
- Disadvantaged Business Enterprise (DBE) performed by the California Unified Certification Program or by the Unified Certification Program (UCP).

- State Minority Business Enterprise (SMBE)
- State Women Business Enterprise (SWBE)
California Department of General Services (DGS)
- Small Business (SB), Microbusiness (SB Micro)
- Disabled Veteran (DVBE) certification by the

Los Angeles County Metropolitan Transportation Authority (Metro)
- Small Business Enterprise (SBE) Certification
- SBA 8(a)
