Under the agreement with the City of Inglewood and the Los Angeles Metropolitan Transportation Authority, the Joint Powers Authority was formed and tasked with owning, managing, and overseeing the design, construction, financing, operation, and maintenance of the ITC.

Civil Rights and Title VI Protection

JPA Title VI Notice of Non-Discrimination

The Joint Powers Authority (JPA) operates its programs, activities and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act of 1964. In addition to Title VI, the JPA also prohibits discrimination based on sex, age, disability, religion, medical condition, marital status, sexual orientation or any other protected classes as described in State or Federal laws. Any person who believes she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with the JPA. A complainant may file a complaint directly with the Federal Transit Administration by filing a complaint with the Office of Civil Rights, Attention: Title VI Program Coordinator, East Building, 5th Floor-TCR, 1200 New Jersey Ave, SE, Washington, DC 20590.

Complaint Procedures

As part of JPA’s commitment to ensuring that no person is discriminated against on the basis of race, color, national origin, or any other federal and/or state protected category, and to ensure compliance with Title VI of the Civil Rights Act of 1964 and 49 CFR Section 21.9 (b), the JPA has developed The Civil Rights Policy which includes procedures for investigation and tracking Title VI complaints, consistent with the guidelines found in the Federal Transit Administration Circular 4702.B, dated October 1, 2012. The JPA’s policy is to investigate complaints that are filed in writing within 180 days from the date of the alleged discrimination in which the complainant alleges discrimination on the basis of race, color, or national origin. Each complaint alleging discrimination based on race, color, or national origin is categorized as a Title VI complaint and investigated according to the JPA’s Title VI Complaint Procedure.

Any person who believes he or she may have been discriminated against on the basis of race, color, national origin, sex, age, disability, religion, sexual orientation, gender identity, or other protected classes enumerated in federal and state laws, may file a complaint with JPA’s Title VI Officer. The Title VI Complaint Form (English/Spanish) can be found on JPA’s website at: www.envisioninglewood.com. The complaint must be filed in writing within 180 days of the alleged discrimination.

Within 15 business days of receiving the complaint, the JPA will conduct a review to determine if the JPA has jurisdiction. The complainant will receive an acknowledgement letter informing her/him whether the complaint will be investigated by the JPA. The JPA will investigate the complaint within 60 days. The complainant will be notified in writing of the cause to any planned extension to the 60-day timeline.

In instances where additional information is needed for assessment or investigation of the complaint, the JPA may contact the complainant. Failure of the complainant(s) to provide the requested information to the investigator within 10 business days may result in the administrative closure of the complaint by the JPA. The case can be administratively closed also if the complainant no longer wishes to pursue their case.

After the investigator reviews the complaint, the investigator will issue one of two letters to the complainant: a Closure Letter or a Letter of Finding (LOF). A Closure Letter summarizes the allegations and states that there was not a Title VI violation and that the case will be closed. A Letter of Finding summarizes the allegations and the interviews regarding the alleged incident, and explains whether any disciplinary action, additional training of the staff member or other action will occur. The complainant(s) will also be advised of their right to appeal. If the complainant wishes to appeal the decision, they have 10 business days after the date of the Letter of Closure or Letter of Findings is issued to do so.
